That's what i think anyone who starts off a sentence before they make a remark ends up doing. Whether they mean well or not. Most of the time it's a negative judgment of someone or something they did and we try to make ourselves sound less judgmental.
As for me, i think i'd want to try and use that phrase only if i can have a positive input in that person's life rather than sound like someone who's got it all together and pin point the faults of others.
